To manage the role assignments a user can make, there is a relationship set between specific roles. For example, a user can assign other users to roles that are managed by their role. So a user with a Project Manager role may assign other users to the Engineer role. However, the user cannot assign other users to their Project Manager role.
You can use the User Management functionality to view or edit the roles being managed by another role and to view or edit the roles that manage other roles.

Go to the User Management page, and select the role you want to update in the ROLE tab.

Select Actions
> Update.
You can also search for a role, and select Actions > Update. You can update the role settings the same as found in Create a role.
When you update a role, be sure it is linked to the roles that can manage it; otherwise,
it will not be possible to assign users to the role.
