There are several methods for creating load files:

Manually, using a text editor such as Notepad or PFE

Automatically, using the Export commands
If a load file contains any non-English characters, you must save the file in the
UTF-8 character encoding for the Loader to be able load the file. For more information,
refer to the documentation for the specific editor you are using.
