It is possible to use one revision scheme for plants and a different revision scheme for projects. To do this, create two revision schemes, one for each level, such as the following:

RevA for Config level = 1.

RevA1 for Config level = 2.
There is no need to set the Take next major revision on merge property on RevA, because the system automatically does that merging from project
to plant, which forces a change in revision scheme. However, setting it does make
the intentions clearer.
