Exclusive claim means that the item can only be claimed into one lower configuration at a time, this also applies to revising across configurations.
There is a system-wide option to force exclusive claim in the system options and another on each user's Change User Preferences dialog box. If either of these are set, then an exclusive claim is enforced.
To force system wide exclusive claim

In the system options, in the Configuration option details section, select the System exclusive claim option. For more information on the system options, see Configure the system options.
To force object exclusive claim

In the Desktop Client, after the first claim of the object into a lower configuration, right-click the object, and click Concurrent Engineering > Set Claim to Exclusive on the shortcut menu.
To remove the exclusivity setting on a claimed object, right-click the object, and
click Concurrent Engineering > Set Exclusive Status to False on the shortcut menu.
This option is not available for documents.
