This project default controls if only those specs are displayed that are issued and have the highest revision.
This project default and the existing project default ZX_ALLSPEC should be mutually
exclusive.

If set to Y, the view mvp_spec_headers display only the highest issued specs of the logged in project / product group. This will prevent the usage of any lower issued specs.

If set to N, the software will continue with the existing implementation (as per settings of ZX_ALLSPEC).
