To start the New License Server Wizard, right-click the SPF License Manager node in the tree view and click New.
The New License Server Wizard displays the Server Information page.
You can also select New License Server from the Edit menu.
The new license server wizard checks for the existence of a web.config file. If none
is present, an error message is displayed. If one exists, the process continues.
