The web app configuration (.wci) file is used by the web application to acquire and release licenses. The .wci file contains all the groups and the default configuration for the organization.
You can download the .wci file on the Web App Configurations page.

On the Licensing Portal, select Configure ISL > Web App Configurations.

Enter your company.

Select Download
at the upper right.

Select the cloud location from the Cloud Location box.

Select DOWNLOAD.
