Permissions are set per “User Group” and a user can belong to multiple groups. The resulting set of permissions is the combination of all user group permissions the user belongs to.
Permissions are granted using System Settings -> User Management -> Permissions -> Functionalities.
There is no need for supporting per user permissions.
