The following methods are added to support tool restore. There are two levels of support.

Methods to help bring tool data to the current state after a restore from a backup.

Methods to help reset the design basis in SmartPlant Foundation to the time of the backup that is restored.
All of the supporting APIs are available on both IEFCommonUIApplication and IEFCommonUIApplication2 interfaces.
