If you want to use the PDMS interface in Smart Reference Data, you can use scripts to create pre-defined setup data for PDMS. For more information see readme.txt in the %SMAT_DB_InstallFolder%/fresh10/PDMS directory.
You can find the scripts in the %SMAT_DB_InstallFolder%\fresh10\PDMS\Scripts directory. To run the scripts, proceed as follows:

Login with the local administrator account.

Open a Command Prompt window as an administrator.

Go to the folder where the scripts are located.

Launch a SQL Plus session.

Connect to the target database as M_SYS.

Run install_patch.sql and follow the displayed instructions.
The script prompts for the product group ID and then inserts the configuration data into this product group.
