The default behavior in the supplied j5 IndustraForm template is that the next section isn't editable until the previous section has been submitted and approved.

The default statuses for a management of change form are:

1. Initiation

2. Preliminary Review

3. Risk Assessment

4. Approval to Design

5. Designer and Construct

6. Pre-Startup Safety Review

7. Closeout

8. Complete
