Returns whether or not the top level section containing the referenced cell is submitted. Invisible sections are ignored, and repeating sections require all of the instances to be submitted for this to return true. If the referenced section or sections are all invisible then the result will be "Not Applicable" (refer to ISNOTAPPLICABLE).
