When you upgrade SmartPlant Foundation from a version previous to the current version, the Recalculate target dates on reassign system option is enabled by default. To avoid recalculation of the step target date when you reassign a workflow step, you need to manually clear the Recalculate target dates on reassign check box in the Update - SPF System Options dialog, Workflow options details section.
