Click File > New > External Transmittal.

Define details for the new transmittal.

Click Next and select a transmittal workflow.

Click Finish.

Find the documents you want to attach to the transmittal, and drag them onto the transmittal in the New Items window.
By default, only signed-off documents can be associated with the transmittal. For more information, see Understanding default conditions for including documents in transmittals.
