Currently, there is only one action (NDTCheckRejected) where completion can be disabled. Later there can be also other possible alternative actions where completion can be disabled.

NDTCheckRejected
If NDT inspection is rejected or uncompleted, the selected work cannot be completed. This selection applies only if NWSVerificationWindowType is set to Reroute.
