Open the Oracle Database Configuration Assistant and run as administrator.

Choose Create a database and click Next.

Enter a Global database name (CDB), for example: CDB.

Enter and confirm the Administrative password.

Select Create as Container database.

Enter a Pluggable database name (PDB), for example: SMAT.

Click Next.
When selecting the Advanced configuration, detailed customization can be made of the installation path, init.ora parameter and tablespace. Here you can also integrate the pre-steps (9, 11) for the database configuration.

Click Finish.

Click Close.
