After the detailed technical evaluation based on the assigned checklists and the ident values has been performed, engineering must finalize the technical evaluation.

The final technical evaluation acceptance is independent from the results at the detail levels. There might be cases where some checklists have not been accepted, but in general, the engineering department decides that the bid is acceptable. Smart Materials provides flexibility for engineering and procurement to organize their workflows outside the software. For example, the buyer can react to a checklist that is not accepted by asking for bid modifications during a final negotiation, which then does not force engineering to the evaluation screens.

To perform the final technical evaluation, open the Overview tab, which further allows you to see the current status of the technical evaluation at a glance.

If the TE Passed indicator is checked and the date of the technical evaluation has been set, the technical evaluation for the selected bidder has been completed.

The Bidder field shows the name of the bidder with the company name in the Company Name field and the company code in the Company field. The buyer assigned to the selected inquiry/bidder is shown in the Buyer field.

To mark the technical evaluation as passed for the selected bidder, fill in the technical evaluation complete date by selecting the date from the LOV in the Tech Eval Comp Date field, or select the TE Passed check box. The TE Passed indicator is set automatically when you enter the TE complete date, and vice versa. A message appears, asking if the date of the technical evaluation and the check boxes of the subsequent folders should be set automatically.

Depending on the setting of project default ZP_PROP_TE, this check box is automatically set when processing updates on one of the subsequent tabs.

If this project default is set to 0 (default), the TE Passed check box and the Tech Eval Comp Date field are not set automatically. If this project default is set to 1, the check box and date field are set for a bidder as soon as the TE Passed check box is set for all records of that bidder on one of the subsequent tabs. If ZP_PROP_TE is set to A, the check box and date field are set for a bidder only when the TE Passed check box is set for all records of that bidder on all subsequent tabs.

Clearing the TE Passed indicator on one of the subsequent tabs does not roll back the setting of the check box and date field in the overview, regardless of the project default setting.

The No Bid indicator shows whether the company has submitted a bid. The Rejected indicator shows whether the bid was rejected. The Received indicator shows if the quote has been received from the bidder. A quote is regarded as being received if the date for the preliminary commercial evaluation, the quote reference number, or the quote receiving date has been set on P.30.22.

A technical evaluation can only be performed for those bidders who have returned a bid and whose bid has not been rejected.
