Technical evaluation of quotes is an essential part of the collaboration among engineering, procurement, and bidders. Engineers decide during the creation of a requisition if a technical evaluation (TE) must be done or might be done. If it is decided that the TE must be done, then procurement can purchase the material only after it has been technically evaluated and accepted.

A technical evaluation is normally needed for engineered items like pumps, vessels, or generators. The technical evaluation is needed to ensure compliance of the supplied material with the requirements.

The technical evaluation is part of the bidding cycle and is on par with the commercial evaluation, which means both evaluations can be preconditions for the supplier awarding.

For engineered items, a bidder sends not only a price quote but also a detailed technical abstract about the materials that are offered. This technical abstract and all the provided technical information like drawings, datasheets, and values for specific properties (attributes) must be checked by the responsible engineering department.

The technical evaluation is done inside and also outside of Smart Materials. Inside Smart Materials, it can be performed based on the assigned checklist, which is based on a quote, ident, or even down to the ident attribute level. The evaluation outside Smart Materials is based on technical abstracts, drawings, and other documents that are not available in Smart Materials. The evaluation inside Smart Materials can be tracked and performed in a step by step manner, which means each evaluated detail can be accepted or rejected. On top of all these evaluations, at the end of the process, an overall acceptance or rejection is done.

The technical evaluation is managed after the supplier has given his bid. The bid in general is sent as a document that contains prices and delivery conditions. On the other hand, the bid also contains technical information, like drawings, data sheets, and specifications. This information must be evaluated externally from Smart Materials.

The evaluation checklists, set up during RFQ creation, allow engineering to document inside Smart Materials what kind of technical evaluation has been done, and whether it has been accepted or rejected.

Engineers must have the TECHNICAL EVALUATION privilege in order to be able to perform the technical evaluation of a quote. The buyer can perform the TE for all bidders he is assigned to.

The technical evaluation is performed starting from the P.30.11 Inquiries screen.

The Technical Evaluation button is enabled for all approved inquires. Click this button to open the P.30.23 Technical Evaluation screen.

The P.30.23 screen allows you to perform the technical evaluation for the quotes of all bidders assigned to the selected inquiry, based on the technical evaluation checklists assigned to the inquiry. In detail, you can check for each individual bidder to see whether the bidder fulfills the technical requirements:

  • on an overall level (on the Overview tab),

  • on the quote summary level, based on technical evaluation checklists associated with material/work groups (on the Inquiry tab),

  • on the quote detail level based on technical evaluation checklists associated with idents (on the Line Items tab),

  • on the quote detail level based on ident values (on the Ident Values tab).

A technical evaluation can only be performed for those bidders who have returned a bid and whose bid has not been rejected. Otherwise, you cannot set the date of the technical evaluation, check the TE Passed indicator, or enter evaluation text. A bid is marked as returned if the receiving date is entered for the bidder in the Quote Recv Date field on the Quote Summaries tab of P.30.22 Commercial Evaluation.

After the approval process of a quote has been started, or the quote has been approved, or any of the quote positions has been assigned to the bidder, the technical evaluation cannot be changed.

If an inquiry supplement has been created, the technical evaluation can only be performed for the highest supplement. For all lower supplements, this technical evaluation cannot be performed.
