You use this dialog for the following two purposes:

In the Format Editor, to create a new multi-tag specification format or modify an existing format

To change the format of a multi-tag specification that you are editing
Format
Displays the formats that you created for a given form.
Edit (available only in the Format Editor)
Allows you to edit the name of the format you select.
New (available only in the Format Editor)
Creates a new format name.
