The default Oracle listener uses Port 1521. However, the listener can be configured to connect using any available TCP port.

On the Start menu, select All Programs, locate the Oracle folder > Configuration and Migration Tools, and then start the Net Configuration Assistant.

In the Oracle Net Configuration Assistant Wizard, select Listener configuration, and then select Next.

Select Add, and then select Next.

Define the listener name, for example, LISTENER, and then select Next.

On the Listener Configuration, Select Protocols page, select TCP, and then select Next.

On the remaining Wizard pages, select Next and then select Finish to complete the listener creation.
