Perspective view is characterized by the size of object dimensions along the line of sight are smaller relative to the dimensions across the line of sight, and objects appear to be drawn smaller as their distance from the observer increases.
Orthographic view is characterized by a parallel project where all objects are relatively the same size, regardless of the distance from the observer. When the perspective view is disabled, the model is in orthographic view.
