The SPCRetrievePropertyProcessorsDirectory site property in Server Manager defines the location of retrieve functions. By default, the location is [Drive]:\SmartPlant Foundation [Software version] Server Files\Web_sites\[Web Site Name]\SPCPropertyProcessors.
If you create a custom retrieve function:

Place the retrieve function assembly (DLL) in the retrieve function directory ([Drive]:\SmartPlant Foundation [Software version] Server Files\Web_sites\[Web Site Name]\SPCPropertyProcessors).

Ensure the path in the SPCRetrievePropertyProcessorsDirectory in Server Manager matches the location where the DLL is delivered.
