Copies selected objects and their associated relationships to the Clipboard. This dialog display when you click Copy by Base Point 
in the Modify Selection Controls or from Home Tab > Copy By Base Point.
Select Base Point
Defines the reference point, or origin, of the copied select set. This is useful when you want to use a reference location for copying that is not physically on the objects being copied.
