Places a standalone lapped plate part around a closed free edge (such as an opening
or sketched feature) of another plate part.
You complete three steps when you are creating a plate edge reinforcement. First,
use Properties 
to define properties and defaults for the plate edge reinforcement. Next, define
the edge to be reinforced. Then, define the shape of the plate by defining inner and
outer offsets and the side of the reinforced plate on which to place the edge reinforcement.
Plate edge reinforcements can be solid (single offset) or ringed (double offset).
