The VDS Diagnostic Utility checks if the Microsoft Internet Information Services (IIS) is enabled and running. This prerequisite is for the 2D Graphic Data Service Web API and the 3D Graphic Data Service Web API, and is not required if the system is only running any of the other VDS services.

IIS can be enabled in the Windows Features dialog.
