 Description 

On cloud EAM 12.0 202301, reports consumer users get popup at EAM login "_The maximum number of users defined as Consumer has been exceeded. You cannot run advanced reports. Contact your system administrator for more information._"

When running a consumer report from EAM, popup "_This report cannot be run at this time because a license was not available when logging in. Try logging out and in again to see if a license is available._"

They have Reports Consumer CD Key for 693 named users but 658 users defined as consumer.

For Reports Author CD Key, 11 named users but 7 users defined as author.

Additionally, EAM CD Key is set as named license too.

Checking on R5SESSIONS, there are multiple sessions for SES_PRODUCTID=0 and SES_REPORTLEVEL=1 for a same user for several users, even though the EAM CD Key is named. The total count (with the multiple sessions for a same user) is exceeding the consumer license.

SECUSESS is set to NO, however this should have no effect for named licenses.

How is the system checking the consumer license if it is named?
