If Type is "Key" on the Key Management screen, the system will protect the Ring Keys tab.
If the Web Service user attempts to modify the Ring Keys tab including clicking the Add Key button, the system displays this error:
Button-triggered / Web Service Error: "Ring Keys tab cannot be modified for a Key Type."
