For the version 11.5 upgrade, a series of grants must be given to a DBA_USER.
After creating the grants, you must then run the grant section of the 00cu116i.sql
script to grant all the necessary privileges. See Step 4. Upgrading the database for more information.
When completing a fresh HxGN EAM installation, there is a larger series of grants that must be run.
