After all the tags have been applied to preferred objects, you must export the tagged objects from the source environment.

Navigate to Configure > Migration Management.

Set the ‘Tag’ parameter to the Tag applied to objects.

On the Migration Management tab, click the Sheet icon
and then click Export to Text.
A .ecm file is downloaded which is required for migrating to the target environment.
