In order to restrict access to licensing reports using authorization rules, ensure
that URL Authorization is installed as a Web Server (IIS) role service on the server
that hosts the license server virtual directory.

Open IIS, and enable Windows authentication and anonymous authentication on the license server virtual directory.

Open the Authentication feature for the web site.

Select Windows Authentication and click Providers.

Ensure that NTLM is set as the top provider in the list.

Select the license server virtual directory, and double-click Authorization Rules.

Remove the All Users rule.

Click Add Allow Rule in the Actions list.

In the Add Allow Authorization Rule dialog box, specify the users, roles, or groups that need access to the license reports.

Reset IIS on the server.
